added to 4.3.CP02 release notes as resolved:

JBAPP-1743 - JBossWS has been updated with improved WeakReference handling in ConfigObservable.  Cleared WeakReferences are now removed.

This is an EAP issue. No testing environment however,
https://jira.jboss.org/jira/browse/JBPAPP-1743 was fixed at EAP4.3.CP05 therefore this should be already fixed at CP02.

EAP 4.3.CP06 is used in SOA-P 4.3 CP06
