The original overlay method for the console is too course grained and can overwrite project fixes.  Shell scripts would make it easy but platform dependant. Ant is portable but makes the changes clumsy. We need to revisit the whole area and  come up with a neater way of doing the changes or keeping these files in sync.

SOA 5 build changes have sorted this but 4.3 still requires work.
