This will not be done in the JBDS 3.0/SOA-P 5.0 timeframe.

For the ESB case, we actually have fixed this for CR2 now (most recent builds from 1/21 and beyond at the very least). When the user creates a new Custom Action, they have the ability to click on the "Class*" link to create a new action class that extends AbstractActionPipelineProcessor with some additional code to jumpstart their development. 

The JBPM action has been spun into a separate JIRA... JBIDE-5719, which will most likely NOT be fixed for this release, but it may be. I believe it's in the JBPM editor, not the ESB editor, which is what makes me hesitate to say that it will be included in the release.
