Every time the form with publisher's details is submitted, 'Max Service Per Business' value gets overridden by 'Max Bindings Per Service'.

These max settings are important in a hosted situation where you want to limit how many entities a publisher can manage. These settings are not used at the moment. Let's just defer this issue to a later time, since it has no impact.

Every time the form with publisher's details was submitted, the 'Max Service Per Business' value was overridden by the 'Max Bindings Per Service' value. A code fix has been applied so that this value is no longer over-ridden and thus now displays accurate data for the user.
