The SOA overlay for forms-based authentication is not applied correctly
to the WS CXF console.  This causes the console to fall back on basic
authentication.

The SOA overlay for forms-based authentication was not applied correctly to the WS-CXF console. This caused the console to fall back on basic authentication. A code fix has been applied, meaning that forms-based authentication now works correctly for that console.
