ModeShape configurationn needs to have defined the initialContent to be loaded on the initializing of the repository.   This impacts the modeshape-config.xml and adds the modeshape-initial-content.xml file to the kit to be loaded.

Committed the changes to soa build branch.  Should be in post ER5 build.
