Data Services Client Developer Guide update.

Chapter 7.1   

Replace links to downloads from the postgres site, to point to the product download (once we have an odbc kit to download).

7.1.1 Windows, should have the installation steps removed, and replaced with a note that indicates that support for it will be coming.  
7.1.2 Unix/Linux,  IMO, should be split, and for unix (Solaris) that support will be coming soon.   And for Linux, we need to indicate that only RHEL is supported.
