So, I've updated to 1.9.9 in rawhide.  It seems that this could safely get pushed out to the other releases if desired.

I took a look at the libtool version which builds a shared library.  Unfortunately they use a soname of libgrib_api-1.9.9.so, which would change with each version.  I sent an email to  upstream telling them that that is a bad idea so hopefully that will change.
