Description of problem:
Running a 'subscription manager clean' does not delete /etc/yum.repos.d/redhat.repo.

Version-Release number of selected component (if applicable): subscription-manager-0.99.4

How reproducible: Always

Steps to Reproduce:
1. Make sure that there is no /etc/yum.repos.d/redhat.repo file.
2. Run a 'subscription-manager repos --list'.  In the current version this command will create a redhat.repo file if one does not already exist.
3. Run a 'subscription-manager clean'.
  
Actual results: The redhat.repo file remains in /etc/yum.repos.d/

Expected results: The file should be removed.

[root@dhcp201-166 yum.repos.d]# ll
total 0
