Description of problem:
Oz does not create the screenshot directory if it doesn't exist. If it has the permissions to create it, it should. Otherwise, should probably just report a non-fatal error and continue.

Steps to Reproduce:
1. Change screenshot_dir in /etc/oz/oz.cfg to a directory that does not exist
2. Generate a screenshot
3. Profit
  
Actual results:
Does not create screenshot directory even if process has perms

Expected results:
Create screenshot directory when perms are sufficient

How important is this for 1.0?
