Description of problem:

GUI is lacking the manual fencing option in current version. Should be like in the downstream - in the upper right side of the screen when focusing on a HOST with PM defined.

manual fencing exists - this is exactly what the "Confirm host has been rebooted" option. What doesn't exist is the plain fencing actions (or power management actions) - start/stop/restart -> changing subject accordingly.
