Description of problem:
Situation is that users are running -better and getting the terse 
message about the job not being considered by the negotiator yet. This 
generally an improvement compared to the wrong "unknown" reason before. 
However, it is raising another "why" - we can't answer why forever, and 
in this case it could be expensive. However, worth capturing.
