Individual Bugzilla bugs that are migrated will be moved to status "CLOSED", resolution "MIGRATED", and set with "MigratedToJIRA" in "Keywords". The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "RHEL project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/RHEL-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

Description of problem:
Edit a permission, for example - Add groups
scroll to the bottom of the attributes, and there is a checkbox selected with no attribute associated with it.

There are other permissions like this also.

Happens if a permission is added with no attributes specified.

1. add a permission, as type user
2. but do not select any attributes
3. scroll down to the bottom of the list of attributes for this permission

verified using ipa-server-2.2.0-7.el6.x86_64
When no attributes are selected, permission does not have any checked, not even an extra blank one.
