Description of problem:

Ovirt-Engine-Webadmin - "Reinstall host" link is missing only when the host switched to maintenance from non-responsive

How reproducible:
Always

Steps to Reproduce:
1. Open ovirt webadmin
2. Attempt to install a new host so the host will be non-respopnsive
3. Maitenance the host (by clicking on Maintenance button)
  
Actual results:

Link for Reinstall is missing 

Expected results:

Should be a link when the host switched to maintenance by the user.

Additional info:

** In some cases logout + login to the webadmin solved the problem (but not always...)

The "Action Items" part in the Hosts "General" sub-tab isn't updated once the status of the Host is changing. It needs to be updated according to the new Host status.

Might be related to Bug 783948, in which the "Action items" section doesn't disappear after the relevant host issue was taken care of.

Can't reproduce (on reporter's setup as well)
