Description of problem:
ISE in case  "Regular Proposed Total"  is empty.

Version-Release number of selected component (if applicable):
spacewalk-java-1.2.39-108.el5sat

How reproducible:
100%

Steps to Reproduce:
1. Admin -> Organizations -> Create new Oraganization
2. Fill all required Fields.
3. Go to "Software Channel Entitlements" Tab
4. Delete all from "Regular Proposed Total" or "Flex Proposed Total"
   (See attachment)
5. Press  "Update Organization"

Actual results:
Internal Server Error 

Expected results:
Message : Entitlement modification must be a valid number for Management.
as it is in the "System Entitlements" tab. (See Attachment)

This has already been fixed, I believe by commit 80d0afe7.

This issue is resolved with the release of RHN Satellite 5.5. 

As of September 20th 2012, RHN Satellite 5.5 has been generally available.
