Steps to Reproduce:
1. have an existing image in warehouse
2. remove all provider accounts in conductor
3. go to image show page and click "rebuild all"

"Failed. Response code = 400. Response message = Bad Request." flash error is displayed.

Is the correct behavior a better error message?

Sorry, forgot to write it to description - yes, I thought that more descriptive error message should be fine.

An error message is already displayed if there are no provider accounts (BZ 782550), so this patch only ignores build request if providers are missing.
