 When VM is marked with Windows OS, then Attach Floppy checkbox is checked.

Steps to Reproduce:
1. have VM with Win OS (choos it on General properties in VM)
2. try to RunOnce that VM

Floppy is checked

unchecked

This is by design: when running a Windows VM for the first time, chances are that you want sysprep to run on it; you may un-check this option if you would like to.
