Description of problem:
The partner test site the create a pass-through shows vendor as a text area instead of a dropdown.

How reproducible:
Every time.

Steps to Reproduce:
1.login to partner test site
2.find an existing cert
3.select "Pass-Through" from the cert navigation
  
Actual results:
Vendor is a text box.

Expected results:
Vendor should be a dropdown.
