Description of problem:
If I shutdown the computer finally turns off. If I turn on the computer again, the BIOS does not recognize my USB keyboard and mouse. As a result, no OS (Fedora nor Windows) is able to initialize and use the keyboard and mouse. I have to unplug the power chord and wait until the power supply is discharged. After the next power on, the mouse and keyboard functions completely ok.
I had exactly the same bug with kernel 2.6.38 on ubuntu.

Steps to Reproduce:
1. boot with kernel 3.2.1-3 or 3.1.9-1
2. login
3. shutdown the computer
4. after power down, turn on the computer

  
Actual results:
the bios does not recognize the USB keyboard and mouse. The mouse and keyboard can't be used.

Expected results:
mouse and keyboard must function

Linux 3.2.5-3.fc16.x86_64 has the bug, too.

If I boot 3.2.5-3 the logon screen finally appears. But the keyboard and mouse do not function. If I press a key in this state, the three leds num lock, caps lock and scroll lock will be turned on for approx. 0.5sec once or two times.

Kernel 3.6.2-1.fc16 has just been pushed to updates.
This update is a significant rebase from the previous version.

Please retest with this kernel, and let us know if your problem has been fixed.

In the event that you have upgraded to a newer release and the bug you reported
is still present, please change the version field to the newest release you have
encountered the issue with.  Before doing so, please ensure you are testing the
latest kernel update in that release and attach any new and relevant information
you may have gathered.

If you are not the original bug reporter and you still experience this bug,
please file a new report, as it is possible that you may be seeing a
different problem.
