Description of problem:
 We have a system in Beaker that is checked NDA.
 The system has group restrictions.
 If I loan the system to a developer that is not a member of one of the added  
 groups the developer is not able to see the system.

How reproducible:
 Consistently

Steps to Reproduce:
1. Check a system NDA.
2. Add a group to the system.
3. Loan the system to a user that is not a member of the added group.
4. The user is unable to see the system.
  
Actual results:
 If I loan the system to a developer that is not a member of one of the added  
 groups the developer is not able to see the system.

Expected results:
 The NDA system should be visible to anyone the system is loaned to.
