Description of problem:
The script should dropdb if exists and recreate it, though it should use the ~/.pgpass file that holds the user postgres password

Always

Steps to Reproduce:
1.create setup with ovirt_history DB
2.run the script /ovirt-dwh/data-warehouse/historydbscripts_postgres/create_db.sh
  
Actual results:
Asks password twice - 1.for dropdb & 2.for create db

Expected results:
Should not ask for any password.
