This bug is created as a clone of upstream ticket:

Currently, the SSSD has to be restarted to turn on or off the debug logs. It would be useful if we could create a tool to toggle them on or off (and their verbosity) from the commandline.

There are times when a problem goes away on a restart that we'd like to track down.
