systemd guys, does systemd-logind actually need to configure a tty?

To implement "systemd-loginctl activate ..." systemd-logind wants to be able to switch VTs (VT_ACTIVATE ioctl) without being their owner. The CAP_SYS_TTY_CONFIG capability allows it to do that.
