Package build for libarchive arbitrary desable compilation of bsd utilities, nsdtar and bsdcpio with no apparent reason.

This tools are used for some auto build environments, most know example is opensuse buildserver worker, that uses bsdtar for unpack build environment remotely.

The absence of bsdtar simply renders a fedora box unusable as a node of the whole build cluster.

Built as libarchive-3.0.3-2.fc17

There were historical reasons, when we first introduced libarchive in Fedora, it was a toy library for gvfs and these extra utilities were considered as useless/duplicate to standard tar/cpio commands.
