Description of problem:
I installed XFCE Software Dev. group and xfce4-dev-tools wasn't pulled in. 

How reproducible:
100%

Steps to Reproduce:
1. yum groupinstall "XFCE Software Development"
2. try to use xdt-autogen
  
Actual results:
- it's missing

Expected results:
- xdt-autogen installed

xfce4-dev-tools already is in the xfce-development group, see http://git.fedorahosted.org/git/?p=comps.git;a=blob;f=comps-f16.xml.in;h=91346c43a966ea76fb2ff6906f0a45f684121476;hb=HEAD#l6963

But as it only needed if you want to compile from git, we made it optional.

I made it default in 
http://git.fedorahosted.org/git/?p=comps.git;a=commit;h=54f34b1472222adbb0b1e1707446d0b53658fdd0. Who cares?
