Description of problem:
The "New Component Outline" button on the /conductor/pool_families page is the entry point to importing a template, building it etc.. and isn't easy enough for users to find. In order that it is rather more obvious, we should make it green, in a similar fashion to the Launch button.

1. Ensure that the colours on your monitor are functioning correctly
2. Look at the button

Actual results:
It is a subtle, unobtrusive black

Expected results:
It should be a vibrant green,

"New component outline" button is green now.

Am I understanding correctly, this bug can now be VERIFIED, and tracking the remaining fix will be in bug#788612?
