Description of problem:
SSIA. If one customizes display options of test plan, add the sort parameters to the URI/URL so that the test plan view can be shared with another person or persisted over page reload.

always

Steps to Reproduce:
1. go to Cases tab of a test plan
2. change filter options and sort by different column
3.
  
Actual results:
uri remains in form /plan/<plan_ID>/#testcases

Expected results:
uri is updated to look like /plan/<plan_ID>/?<filter_option>=<value>&<sort_option>=<value>#testcases
