Description of problem:

F17 kdump will move to use dracut to generate initramfs, it need dump to non-root network target. But current network module design is all for netroot. 
We need redesign and support this case.

Steps to Reproduce:
1. generate initramfs for system in which root device is not network device or nfs
2. boot into initramfs with proper network cmdline (except netroot part)
3.
  
Actual results:
network do not startup

Expected results:
network start up successfully
