Description of problem:
When creating or modifying a bug, fields provide a <a text> hover link that provides more information. For custom fields + target release, this information is generic.

Actual results:
For example, the partner hover text is "A custom Multiple-Selection Box field in this installation of Red Hat Bugzilla."

Expected results:
The hover text should read something like "The partner(s) that this bug affects"

Used the information that Suzanne provided. If people want more changes, they can file a new bug.
