Description of problem:
It used to be possible to disable turning the screen off for inactivity, but the control-center screen configuration now only offers seven fixed choices from 1 minute to 1 hour. There are legitimate reasons that a user might not want the screen to turn off, such as when running in a virtual machine, or for a kiosk.

Steps to Reproduce:
1. Launch the System Settings application
2. Select "Screen"
3. Look at the choices for "Turn screen off when inactive for:" popup
  
Actual results:
Only fixed durations from 1 minute to 1 hour can be selected.

Expected results:
There should be a choice for "never".
