Description of problem:

It would be good to add an RHQ operation which supports the capability to manipulate the DeliveryActive property on the MDB.

Perhaps an operation which has one parameter: setDeliveryActive(boolean)


Additionally, this property should be included as a trait so that the current state of MDB processing can be observed:
