Description of problem:

Network Manager fails to activate network interface (legacy) during installation. If it goes through, then after a successful OS boot, network interface stops working..

Steps to Reproduce:
1. Install Red Hat EL 6.1 / 6.2 as a guest os on hyper-v with legacy network card.
2. Running a chkconfig irqbalance off & a reboot solves the issue..
