Current tycho in rawhide is a pre-release which is not marked as such aka release is not in the form 0.x.
And the 0.14 release is tagged please update to it and preferably use the tarball http://git.eclipse.org/c/tycho/org.eclipse.tycho.git/snapshot/tycho-0.14.0.tar.bz2
as tarballs for tags are available. Tarballs for commits are also available if needed so please don't create the tarball manually.

* was pushed to the Fedora 17 testing repository,
* should be available at your local mirror within two days.
Update it with:
# su -c 'yum update --enablerepo=updates-testing tycho-0.14.0-4.fc17'
as soon as you are able to.
