Description of problem:

There is only a minor mention of what global auth is under repo auth page. I dont see any examples or specific mention of options under pulp-admin auth. I would expect the usage and description of global auth options 

'enable_global_repo_auth' & 'disable_global_repo_auth'

under authentication or repository auth section of our documentation with some usage examples.

Reworked https://fedorahosted.org/pulp/wiki/UGRepoAuth to include information on the global commands. Also edited the auth-related flags on repo create/update to provide more detail.
