Description of problem:
After the debut of the subscription-manager migration tools during the rhel58 release cycle, we now want to include these tools in the next rhel6 release.

For rhel63, we need a new build of subscription-manager-migration-data that contains all the product certs for rhel6 version 6.3 and a mapping file that associates the RHN Classic channels to a product cert.
