Description of problem:

When a promotion fails, the promotions page displays this as expected. However, observing the dashboard shows said promotions as failed.

How reproducible:


Steps to Reproduce:
1.  Create a new promotion changeset, "bugtest" - add content, review it, but do not yet promote
2.  Do something that would trigger a failure - this can be done by executing `service mongod stop`
3.  Attempt to promote changeset; wait for failure
4.  Observe resulting fail message in UI and in notification subsystem
5.  Navigate to dashboard (note: you may want to re-start mongod service here to avoid large traceback in UI)
6.  View results.

Listed in Promotions Overview - 
"bugtest  Pending"

Expected results:
We should probably show a failed message here.

Additional info:
Is this listed as pending because it's back in a review state?  Either way, kind of misleading.
