Santali locale file (using Devanagari script)

Description of problem:
Santali is one of the Indian official 22 languages. As per 2001 census it has
6.5 million speakers. It is written in Devanagari and Ol Chiki script.

Thanks for build in rawhide, now i can concentrate more on other missing thing in Fedora for these languages. 

Yes, i have already reported it upstream. Hoping so Ulrich will commit it soon. http://sourceware.org/bugzilla/show_bug.cgi?id=13604
