Description of problem:
There should be some RPM version indepenent links in /usr/share/sgml/docbook
like in the docbook-style-* packages, i.e.
xml-dtd-4.2 -> xml-dtd-4.2-1.0-14,
sgml-dtd-4.2 -> sgml-dtd-4.2-1.0-14
etc.  So it would be possible to refer to a DTD, not only to a DTD in particular
RPM.

This is already possible using SGML Open Catalogs (for SGML ones) and XML
Catalogs (for XML ones).
