Description of problem:
This originated from a forum post:  https://www.redhat.com/openshift/community/forums/express/issue-with-rhc-port-forward-command-on-windows-7-client-running-cygwin-terminal#comment-14025

The original problem was a bunch of ruby errors.  As I wasn't able to reproduce the ruby errors exactly, the results of my trials were clients that seem to hang after binding:

$ rhc-port-forward -a myApp -l nduong+cygwin
Password:
Checking available ports...
Enter passphrase for key '/home/Duong/.ssh/libra_id_rsa':<type><type><Enter>

Binding httpd -> 127.2.194.129:8080...
Binding httpd -> 127.2.194.130:8080...
Binding mysqld -> 127.2.194.129:3306...

Use ctl + c to stop
Enter passphrase for key '/home/Duong/.ssh/libra_id_rsa': <type><type><Enter>

These were the same results on both WinXP and Windows7-64-bit

Any workarounds are appreciated - please post to forum.

Discussed with Nam and Abhishek, there's agreement that the issue is on the Windows side and needs to be debugged further with the end-user before we open a ticket.
