Steps:
 1. Create a new component outline
 2. Navigate to its details page
 
 Actual: the dropdown with the list of builds for that image is now empty and very small.
 Expected: the dropdown should read No Existing Builds or something similar.

Created a new component Outline.
"View Build" dropdown is not there unless the build exist.

Once i click on "Build" button and get a build , the "view build" drop down 
gets visible
