I would like to build the latest shibboleth (2.4.3) on F16. However, it appears
to require opensaml-2.4.2, which currently has a build only for F17.

Would it be possible to bump the F16 version of opensaml to 2.4.2 as well ?

I'm sorry but that's not possible according to updates policy.

I think you can easily build your own version starting from source rpm.
