Description of problem:
The following message is output once a minute to /var/log/messages:
/usr/sbin/irqbalance: WARNING, didn't collect load info for all cpus, balancing is broken


Version-Release number of selected component (if applicable):
irqbalance-1.0.3-2.fc16.x86_64


How reproducible:
always


Steps to Reproduce:
echo "IRQBALANCE_BANNED_CPUS=1" >> /etc/sysconfig/irqbalance
systemctl restart irqbalance.service 
 .. messages start in /var/log/messages

Remove the line from the irqbalance config file, restart, and the message output stops. 

NOTE: It's important for us to ban the assignment of network device IRQs from CPU0, otherwise packet loss can occur every 10 minutes (the /proc/sys/net/ipv4/ipfrag_secret_interval) for high-speed data links.

.. No message, and CPU0 should be excluded from the irqbalance algorithm.

Additional info:
The man page documents IRQBALANCE_BANNED_CPUS, but doesn't mention IRQ_AFFINITY_MASK.  On the other hand, the config file has some documentation on IRQ_AFFINITY_MASK but no longer mentions IRQBALANCE_BANNED_CPUS.  It looks like someone is in the middle of reworking irqbalance??

Package irqbalance-1.0.3-3.fc16:
* should fix your issue,
* was pushed to the Fedora 16 testing repository,
* should be available at your local mirror within two days.
Update it with:
# su -c 'yum update --enablerepo=updates-testing irqbalance-1.0.3-3.fc16'
as soon as you are able to.
