Description of problem:

today:

- host is SPM
- host is down and is not reachable 
- no power-management is configured 
- other is exist in pool (HSM) and connected to pool 
- from web-admin, initiate the manual Fence command
- host (HSM) is used as proxy and clears old SPM host from pool metadata
- on web-admin, old host remains SPM, which is very confusing, whereas user need to click the maintenance button. 

I think backend should wrap this flow (or GUI - don't care) and initiate SPM election.
