Steps to Reproduce: create a new skin, following the documentation. then try to use the admin portlets to switch between skins. Only when you select the default and then select apply, do the other new skins appear. before you select apply the new skins show a blank thumbnail.

When we load a new skin, the first time we go into portal to change the skin the thumbnail doesn't show up. I select it, the skin in the "change skins portlet", and see nothing. The changes to this dialogue will not reflect until I hit apply on the default skin. once I select apply on the default skin, then my new skin thumbnail shows up.

Couldn't reproduce on EPP 5.2.0.GA or GateIn trunk.
