There is a procedure:
 - go to Site management
 - click Edit Layout (next to portal)
 - Edit Inline composer with Portal Properties button is displayed
 - close
 - click Edit Page at Site Editor menu
 - Page Editor with View page properties button is displayed
 - close
 - now click again Edit Layout (next to portal)
 - Page Editor with View page properties button is displayed --- but there should be Edit Inline composer with Portal Properties button displayed
 - close
 - click Edit Layout at Site Editor menu - now it is correct and when you click Edit Layout (next to portal) again - it is correct as well.

It means it is reproducable only if you edit page before click Edit Layout. 

We have verified that it was present at EPP5 GA as well.
