Custom RegistrationPolicy implementations are not currently properly handled. Note that the documentation will also need to be clarified on the wrapping process that custom implementations go through.

Reverted 5854 because it created a dependency on a SNAPSHOT

Release Notes Text: Removed: In previous versions of JBoss Enterprise Portal Platform, WSRP strict mode was not properly restored when the product was started. This has now been resolved.
