The current Organization API shipped by EPP 5 has limitation that it doesn't support multi value user properties/attributes. 
If user sets up the following in the idm ldap config file he can't retrieve multi-values. 
  <attribute>
     <name>foo</name>
     <mapping>bar</mapping>
     <type>text</type>
     <isRequired>false</isRequired>
     <isMultivalued>true</isMultivalued>
     <isReadOnly>true</isReadOnly>
  </attribute>

Customer is requesting to have such feature in our future release to provide support for multi value user properties/attributes.

Release Notes Text: Added: The current Organization API shipped with the platform has a known limitation that it does not support multi value user properties/attributes. No workaround exists for this issue.
