Changes on gadget do not take effect after saving even after "Refresh" button, server have to be restarted.

To reproduce:
 - create new gadget in App.registry (or use ToDo gadget for example)
 - verify gadget on Dashboard
 - change gadget in App.registry (Gadget tab)
 - Save (+ Refresh)
 - verify gadget on Dashboard - no change
 - restart server and verify again - changes are visible
