Steps to Reproduce: 1 - Log in as an administrator user (root)
2 - Go to Group - Administration - Application Registry
3 - Create a new Category by using the "Add Category" button
3 - On "Permission Setting", uncheck the public check box and add permission only to Administrators (Platform->Administrator and Membership->*).
4 - Logout as Administrator and log in as some any other user that have no Administrator privileges
5 - Go to "Dashboard" and try to add a new gadget to your dashboard and there is the category that should be only visible to administrators

I would like to a gadget category to be visible only to Administrators. In this category I'll add some gadgets, but it should not be visible to other users than Administrators. 

The problem is when I go to my dashboard logged as another user that is not in Administrator group, I still can see the category that should be visible only to Administrators.

I think this issue can be closed. Issue is already fixed in 5.2 by JBEPP-1082 / GTNPORTAL-1008
