Description of problem:
Many times, a topic fails due to a minor issue, like spacing or typos. When a topic fails, it's excluded from the build. When a topic is excluded, it isn't available for people to review for content. In some cases, like landing pages with lots of links, it basically disables or disrupts access to all of the related documents.
